U.S. Citizenship and Immigration Services (USCIS) will require use of its new electronic filing system for the H-1B cap filing season beginning on April 1, 2020.
Under the new system, companies seeking H-1B visas will first complete an abbreviated registration process from March 1-March 20, 2020. If the number of registrations exceeds the cap—an extremely likely scenario—USCIS will run a randomized lottery on the electronic submissions. Employers will then submit full petitions in April on behalf of those workers chosen in the lottery.
USCIS claims “The electronic registration process will dramatically streamline processing by reducing paperwork and data exchange, and will provide an overall cost savings to petitioning employers.”
Instructions on completing the registration process are not yet available. USCIS has indicated these will be made available closer to the initial registration period in March.
