Spencer Bell Joins HRPA’s Public Policy & Government Relations Team

HR Policy Association is pleased to welcome Spencer Bell to the team as Manager of Public Policy and Government Relations. Spencer brings nearly two decades of experience and expertise in legislative affairs, policy analysis, and advocacy, and will enhance HR Policy’s overall government relations strategy.

Spencer will advocate the views of Association members by building relationships with members of Congress, staff members on its committees of jurisdiction, administration officials, and departmental regulators that oversee policy matters related to large companies and their workforces, including benefits, DE&I, labor and employment, immigration, AI, and executive compensation.

Most recently, Spencer was Policy Analyst, National Coalition for Homeless Veterans (NCHV).  In this role, he engaged in policy issues that impact veteran employment and represented NCHV’s membership and policy positions with affiliated associations and before Congress and the Administration.

Spencer will engage with HR Policy member company CHROs and Washington Representatives in support of advancing policy objectives and to influence future workplace policies while positioning the Association as a resource to lawmakers.
