HRPA'S PUBLIC POLICY POSITION STATEMENTS

Preserving Responsible Use of Non-Compete Agreements

Non-compete agreements protect trade secrets, innovation, and investments in employee training, but policies should balance business needs with worker mobility. HRPA supports limiting non-competes for lower-wage workers while allowing them for higher-earning employees in sensitive roles, with restrictions on scope, geography, and duration—typically no more than one year post-employment.


Proxy Advisory Reform

Institutional investors rely on proxy advisory firms, but a lack of transparency and potential conflicts of interest undermine informed decision-making. Companies should have the opportunity to review reports for accuracy before they influence investor votes, and proxy firms must disclose conflicts, such as offering consulting services to the companies they evaluate. HRPA supports reinstating the SEC’s 2020 rules to enhance oversight and ensure a fair, transparent proxy advisory process.


Innovation & the Future of Artificial Intelligence

As artificial intelligence reshapes the workforce, organizations must proactively adapt to remain competitive. HRPA members are committed to leveraging AI transparently and responsibly to enhance efficiency, workforce engagement, and job alignment. Chief Human Resource Officers play a key role in guiding AI-driven transformations while fostering continuous learning. To support responsible AI adoption, policymakers should align new regulations with existing laws, adopt flexible governance approaches, and invest in workforce upskilling.


Immigration & The American Workforce

With the U.S. labor force shrinking and demand for skilled workers rising, immigration reform is essential to sustaining economic growth and global competitiveness. HRPA supports policies that retain top STEM graduates, modernize visa and green card processes, and provide a pathway to citizenship for DACA recipients. Without action, the U.S. risks falling behind in the global race for talent.
