HR Policy Association believes it is essential that, when a union representation election is conducted by the National Labor Relations Board (NLRB), the unit of employees voting on whether to be represented include employees who have a "community of interest" as determined by traditional principles that protect against a fragmentation of the workplace.  The Association strongly opposes the decision by the NLRB in Specialty Healthcare, which required that an employer who challenges a union's petitioned-for unit as being too narrow demonstrate that a broader group of employees has an "overwhelming community of interest."  The Association supports legislation introduced in Congress to restore the traditional standard.
