HR Policy Association supports the Obama Administration’s decision not to implement the Community Living Assistance Services and Supports (CLASS Act) and we further support legislation that would repeal the program.  The CLASS program was designed to provide long-term services and supports for people who become functionally disabled.  While the aims of the program are laudable, the program is not economically sustainable.  In fact, many experts, including CMS’s actuary, recognized early on that the program was financially unsustainable in the long-term.
